Appraisal without Water Service

I'd like to purchase a property listed through Hubzu (regular sale, not auction). Their policy is that they will not allow the water to be turned on for inspection or appraisal - you can do an air pressure test only.  Are there any conventional mortgage lenders you're aware of that will allow an appraisal with pressure test only? Thank you!
