VA Lender loan origination fee

I'm looking to buy a second property with a VA loan. I called a VA lender to get the ball rolling. He said the origination fee (flat fee), would be $1,300. Does this sound about right? I don't remember paying a fee the first time around.

VA caps the amount of Origination Fee charged to 1% of the loan amount.
