Need Loan on Residential Property

I am going thru the process of buying a home. I'm approved and set to close in a couple weeks. The home I am moving from has little debt and I would like to keep as rental house. I need to pull some cash out to make some minor improvements to get ready to market. Since this is still my Homestead (Texas) can I take out a HELOC or Home Equity Loan for the cash needed? If I wait until after I close then it's a whole different circumstance.
