Question For GA and NY Mortgage Brokers (or knowledgeable people)

Is a license required in GA and NY to originate mortgages by a private individual. I looked on the GA state website and could not find an exemption. I have gotten several requests from BP members in both states to write private loans for fix and flips. Any guidance would be appreciated.
