Max number of Mortgages

As i understand, Freddie and Fannie Mortgage have different set of criterion for 1-4 and then 5-10 mortgages. However,when they count is it per person or for the household? The reason ask is because me and my wife individually own several houses and wanted to know how the rules apply.

Cumulative across all borrowers. 

So you can do 9 in your name alone, and 9 in her name alone, but if you do the 10th together we will go [ 9 + 9 + 1 = 19 = greater than ten ] and say "no" even though neither of you alone has more than 10.

I did "fourplex" financing a while back for a deal that was, on paper, actually a pair of adjoining duplexes with a shared driveway. He couldn't buy both himself. She couldn't buy both herself. So they each bought one, and she painted hers pink. One required less down payment due to that spouse having fewer financed properties.
