Best local banks to deal with cash out refinance in Maryland?

Hello BP, 

Any suggestions on local banks in the DC, MD, VA area that are investor friendly and willing to lend on rental properties (currently rented and stabilized) at reasonable rates? Due to high property prices in the area, most quotes that I have received in the past few weeks just does not make any sense to refi out. Thanks.
