Cash Out Refinancing Help - Need Banks/Lenders

I own two investment properties free and clear, one in Scranton and one in Lancaster. I am looking for banks/lenders that meet this criteria in a cash-out refinancing for free and clear investment properties:
- LTV% > 75%
- Uses appraisal value for refinancing requirements
- No seasoning requirements

If you guys can provide me with any leads, that would be much appreciated. Thanks.

Portfolio lenders are the only people that are going to touch this. I have looked with no success at this point.
