Who will Heloc? Need help finding a lender!

I've spent weeks looking with no luck. I need atleast 70% LTV on a 2 unit I've never occupied in California. I was rolling with Penfed but they disqualified me because I own over 4 properties. Please shoot me suggestions even if your unsure.
