Texas Cash - Out Refi

I’m having trouble finding banks that offer cash out refi. After calling all local banks I found only one bank that offers a 5.35 interest rate but I feel like that’s a little too high.

Questions:

1. Is that an acceptable rate for a 30 yr mortgage?

2. Are there other banks or better options that I’m unaware of?

3. Would it be better to wait for the Corona issues to blow over before cash out refi?

Any advice is appreciated!
