Fannie/Freddie changes coming?

I was in a meeting w Banker this afternoon and she informed me that Fannie/Freddie were going to be limit their percentage of rental properties in their portfolio to 7% starting in the next several weeks. If this is correct, does this shut down conventional lending for residential rental property?

@Dan Tripp it will create a lot of issues for lenders that sell the loans on the secondary market to Fannie and Freddie.
