Cash out refi - Texas Primary

Hello, looking for a referral for a lender to assist with a cash out refi of my primary TX residence. I got a quote from one lender for a 3.5% rate, 10k in closing costs. The goal is maximum cash withdrawal while keeping the rate as low as possible.
