Looking to get 60k to clear off high interest credit card debt

Looking to get 60k to clear off high interest credit card debt. My credit score around 640. Debt to income about 60%. I tried HELOC on rental properties none of the banks I spoke offering this product after covid. I spoke to one lender about portfolio loan with cashback option but too many fees. I am thinking to apply for one credit card with 18 months balance which says approval odd is good. But after applying i may lose 3 valuable credit score if i am not approved. I already have about 9k personal loan from one local bank which will be cleared in next 8 months so this local bank cannot approve another personal loan until i clear off this personal loan.

My rental property interest rates around 2.9% for 15-year term and do not want to disturb and do cash out refinance.

Please advise any creative way I can get 60k to clear off high interest credit cards?

@Gp G.  I would consider selling one of your investment properties to clear the debt.  Probably not the answer you want to hear, but there's a good chance the RE market is about to fall, so you'd be cashing out and paying off high interest debt.
