owner occupied HELOC without a full appraisal, ideas?

Is anyone aware of a bank or credit union that will do a HELOC at around 240k with a drive by appraisal or go off tax value. Property is a 4-flat and unfortunately AVMs seem to only give value to 1-2 unit properties.
