Helping Renter w/ Down-payment

I have a long time renter wanting to purchase home in Wisconsin. They have no down-payment. I'm willing to sell at below appraisal to them. Can we write up the offer at appraisal, then give money back for down-payment? Wife is a licensed Broker and says nothing legal.

Why not seller finance it? Then you can set whatever terms you like.
