Need LOC on undeveloped land

My client has a 2.01 acre undeveloped lot in Sequim, WA. The land is worth around $175k to $200k. He is seeking 70-80% LTV. Please let me know if you can do this deal. Also my client has a 700+ credit score, just a little high on utilization. He needs this funding for debt consolidation and other things. Please let me know.
