Best State for Property Management Corporation

I have properties in Tennessee & California and am looking to set up a Corporation for a Separate Management Entity. 

Anyone have recommendations on best state to set this up in? I've seen Wyoming topping the list in general for corporations, but wondering if there is one that is specifically best for a Property Management Entity.
