One more 1099 issue...

@steve hamilton and others, I know the question of whether to issue 1099s for rental properties has been beat to death, and we do issue 1099s because landlording is my business and full time occupation.

My question is about the W9 and is twofold -

1) contractors tend to want to give me their TIN/SSN versus them filling out the form. Is their signature required?

2) most years I have at least one contractor who doesn't want to play nice... I need to streamline my process so we cover this beforehand but retrospectively; what is the appropriate strategy if a contractor won't provide a W9 timely?
