Is NC Property tax different for investors vs primary homes?

Hi, I have family investing in South Carolina that say they pay a much higher property tax on their investment properties vs their primary home. Is this the case for North Carolina? If so, how is it calculated? Can you provide a resources?

    There's no deffirence in property tax between rental property and owner occupancy. The city of Raleigh charges a yearly registration fee of 15$ for each rental property. It is city specific.
