Duplex Tax records show Multi-family SFR for only 1 unit vs 2

Hello to All...

This Duplex is in Duncanville, Texas.  It had tenants and each unit had its own utility boxes.  Yet the City Tax records only shows one unit.  The other side/unit seems to be off the grid.

Does that need to be fixed with the City ?
