Tax Question for Cash Purchase

Hello Everyone. I paid cash for a BRRR property in 2016. From the first day I purchased it, it was identified as a rental. We completed the work in 2017 without receiving any rental income in 2016. Can the purchase be identified as a business expense for tax purposes? No interest was paid.
