Foreign national investor - withholding question

Hello guys,

Ive looked everywhere without success,

I know that foreign nationals are subject to tax-withholding,

Does this rule apply if the foreign national is under an LLC, has EIN/ITIN & and issues a loan to a US Entity for interest payments?
