California "No Fault" (Renovation) Evictions / COVID Protections

(This is for CA landlords or CA legal advisors and in context of fully paid tenants, not impacted by COVID) 

I'm reading SB-91 and am confused on if we are allowed to evict based on no fault eviction clause as prior to COVID protections. An example- you purchase a property with fully paying tenants none impacted by COVID and you would like to issue 60 day notices with no fault and major renovations as the reason
