Registered agent question for foreign LLCs. If an LLC that is formed in Texas Registers that LLC has a foreign entity in a new state, does the additional state require an additional registered agent?

Most likely yes- but check with each state where the Texas LLC will operate. The registered agent is used by states to communicate official business with an entity, and used by parties to serve pending litigation. If you are doing business in a foreign state, that jurisdiction will want to have a way to serve/communicate with the entity in their state without having to go through the steps to bring the matter to Texas.
