Need Help with a 4 plex in Saginaw MI

Hey guys! I'm an out of state investor. I'm in Fort Worth TX and bought a 4plex in Saginaw MI from a "turnkey" company. Their whole thing was I pay a flat fee, that covers the house, the rehab with their contractor and their management/tenant placement. I bought the property in July of last year. 

They had a bad contractor, and he was fired so now they say I need to wait for their other contractor to finish their other projects. They received their money from me, and only a little bit of work has been done to the property in almost a year and a half. The contractor who was fired did some of work on the plumbing and removed the trash and repaired the furnaces. But after that he stopped working so we let him go because he stopped working on the property and was having issues with the Turnkey Company. So my property was put on pause for a very long time.

They said in their contract they didn't give a time frame, so it really seems like they're in no rush to get started since they already received their money.

I'm trying to figure out my options. Any advice? I'm considering SELLING as is and just getting some money back and being done with this head ache. Or partnering up with someone in that area who can help me rehab/fill with tenants and sell as a rental property. 

the turnkey company said they can get it livable with $20k but I believe it may be a bit more than that. Please let me know if anyone is interested in buying it or partnering up and helping me get back on track. Or just sharing some advice or sharing any contractor/private money lenders.
