buying land in area- for commercial use

buying land in San Bernardino, CA the land is for commercial use only I believe. I have an idea to build office buildings using old cargo containers. Im a little worried about plans and permits when it comes to basically building it. Any advice would help, also looking for a realestate agent who can assist me. my situation is funny ill have the capital and the credit but I don't have income so I would also need to see how I can get the property without income
