Addiction Rehab / Sober House - renting a home to start obstacles?

I have a client looking to run an addiction rehab facility and wants to rent out a home in California (East Bay) to get this started (instead of buying at first). I see a good amount of posts regarding Sober Houses and how this has become a big opportunity for investors to rent to companies looking to expand their Sober House footprint. I wanted to see if anyone had advice on where to start looking for potential rentals that would be interested in renting, but know that most landlords will probably be looking for a tenant to live there and not have their home running a business. Any direction would be great! My client has found some opporunities like this in SoCal, but only wants to start in the East Bay of Northern California.
