HELOCs in Washington state

I'm looking for a bank with a good HELOC program that will lend to Washington state (and the Seattle area). Requirements (in order of importance):

  • Low Interest Rate (currently @ 3.99% for 70% LTV, but higher LTV the better)
  • Low Monthly Payments (currently 0.75% of loan amount)
  • Quick to Receive Funds from Application Date (currently 2 weeks)
  • No fees (i.e. appraisals, closing costs, cash advance fees, annual fees)

The current one I'm looking at now is Sound Credit Union.  Their rates/terms are here:

They have something called an AVM (automated valuation model?) in which they can run your application through and instantly tell you your LTV, so no appraisals needed (and greatly speeds up the application process). There's also no fees at all. But I'm not sure if they have the best rates.

I've researched some banks in the area, and they're rates are comparable... but would love to reach out to the entire community for your expertise.
