Upgrading electrical service from 100 Amp to 200Amp cost

Hello all, just reaching out to all the members here since you all have a wealth of experience and knowledge.  I am currently looking to upgrade my electrical service to my private home in NYC.  I currently have a 100 amp fuse box that I want to upgrade to a 200 amp circuit breaker panel.  With the current material costs these days, what are people paying for this kind of service?  I had an electrician come to give me a quote and he is saying its about $7k to replace everything including the electrical box outside, install a copper grounding rod, work with the local electrical company and arrange permits and building inspections from start to finish.  Also to repair a damaged underground conduit.  He might also need to do some trench work (10 ft max) since the electrical lines are underground.
