What's the Status of Evictions in Virginia (Norfolk)

Good morning,

Can anyone tell me what the status is for evictions in Virginia, specifically in Norfolk? I have a new tenant since September that has been late 1/2 the time and now he only made a partial payment in December and 0 in January 2022. He did show me his positive Covid-19 test in November and said the virus really set him back at work, but that he just started a new job. I wasn't sure what the status of Covid protections in Virginia are now? 
I didn't want to do anything until after the holidays, but feel I am getting the run-around. He also has someone living in the unit not on the lease, who happens to be his pregnant girlfriend. And he still hasn't provided evidence of renter's insurance as required by the lease. I

'm not sure these are grounds for eviction, but I'm about to refinance the property to finish off my first BRRR and I'm not sure what the best avenue to take is.

I'm new at this, so thanks in advance for any advice.
