Irrigation and Tenants

Anyone want to share their creative tips on how they keep their tenants from shutting off irrigation?

I've already got pretty brutal lease terms in place for this but don't want to evict anyone right before the slow season. At this point the options i've come up with are put in an irrigation meter that I pay for or put a locking control box in and hard wire the box so they can't easily unplug it.
