Landlord obligations regarding fence request

Hello, I have a tenant who is complaining about a neighbor's dog jumping over the chain link fence and scaring his kids in the backyard. He is requesting that I replace the chain link with a taller wood fence. I have told him to call the HOA and/or animal control to report. However what are the landlord's obligations and liability regarding the fence if heaven forbid, the neighbors dog attacks my tenant?

The issue is not the fence. The issue is the dog. Would you hire a full time armed security team if your tenant was convinced that your neighbor was a convicted criminal and his kids were scared of him? Yes have the tenants call animal control, police, and report pet violation to your HOA. Go talk to the neighbor and tell him about the concerns with the dog. Go talk to neighbors on the other side of the dog to see if they have similar issues. Maybe your tenants' kids are playing with the dog through the fence so it wants to jump over to play
