This is in no way justified. It really wasn't a landlord situation. They were speculators who acquired tenants and the tenants were in the way of their plan. The reason the tenants were in the way was rent control. Basically, the owners couldn't raise rents to market on current tenants (making the building worth much less as an investment) and the tenants wouldn't leave so they could make the building a condo complex. They resorted to criminal activity in an effort to get the tenants to move. Really no different that the other victims of criminal activity.
