Backyard 90 feet length, 40 fee wide, 3 feet deep ditch with catch basin maintainence

Hi,

I have a 90 feet length and 40 feet width 3 feet depth ditch in the backyard where the county catch basin is in the middle next to the retention wall. There were a lot of bushes, trees, poison Ivy plants etc. growing making that area like a forest inaccessible. I spent a lot of money to clear everything out. Now that area is clear with cut tree wood chips there. I also put chain link fences as neighbors not taking care of their backyard which is increasing these types of challenges. I do not want a lot of trees, bushes, poison ivy plants etc. to grow again there in that ditch area. I spoke to one landscape company. They said they can put riprap rock about 5 trucks loads. They say about 5000$ for riprap rack, 500$ for filter perforated plastic cloth rolls. They said they spread that filter perforated plastic cloth roll and put big rip rock on top of that in that entire ditch area which is about 3600 square feet for about 7500$ as labor charge. Total cost of the project is 13000$. Is it a reasonable estimate?. Is it worth spending that much money which is almost like 1 year rent. Any other cheaper better options to deal in this type of situation. Does the county object if I put rip rap rock as the catch basin is there in the middle of the ditch. If I grow grass in that ditch it may not grow due to running street water into that catch basin. Not sure cheaper small quarter river pebble rock stand the force of the street rain water going towards that catch basin when it rains heavily. Please advise.

I think you'd need to ask the county. They probably have an easement.
