[Portland, OR] Number of days to send eviction notice for nonpayment of rent?

Hi, a tenant is refusing to pay rent. How many days do I have to give the tenant before giving them an eviction notice? For instance, if the rent is due on the 1st, can I send them a notice on the 9th? I heard there were new laws, but can't seem to find them anywhere on google.
