Neighbour of my rental NJ condo smokes weed and strong smell comes into my rental.

I have a 1st floor condo in a building that is 3 storey with condo on every storey. There is 1 condo with shared wall on the same floor as my rental, there is 1 more condo on top i.e. on 2nd floor. One of these 2 neighbors is smoking weed (Marijuana), the smell of the same comes into my rental. How would you address this situation?

1. Have HOA enforce no weed?

2. Local Police can help

3. A lawyer suit can help

ANy guidance and your experiences dealing with such neighbors would be appreciated. My current tenant is complaining that she gets a lot of headache as a result of this Marijuana smell

Have the tenant talk to the neighbour and see if they can come up with a compromise-eg if they are smoking can they (the person smoking) keep the windows and doors closed? Are there any HOA rules? Just because smoking pot is legal, doesn't mean there aren't restrictions on where they can do it.
