problem with tenants next door

The tenants next door have been intermittantly throwing trash, including food garbage, across their back fence, into my yard. I have asked them (tenants) to not and I have reported them to the city. Last time citty was out, they said I'd have to get a lawyer.

They've done it again, today.
What can I do prior to that expensive step?
