Community Bicycle: Pros and Cons

I'm planning to place a bike with a basket at my multifamilty complex and allow tenants to check it out like a library book. My goal is to edge towards an apt+transportation offering. This is my introductory step. What should I be on the look out for?

Being sued if bike fails while tenant is using it. No good deed goes unpunished. Can't really see where there would be much good outcome of this. Many many things can go bad.
