Tenant failed to report toilet water running

Hey guys!

We have a quad (4-plex) in California, and tenant reported an issue with the toilet bolt. When fixing it, plumber also noticed that the toilet water was running CONSTANTLY. I, the landlord, pay for the water, so I am not surprised tenant did not care to report this, and water is expensive in CA. 

What would you recommend me do at this time?
