DC Rent Control Small Landlord Exemption

There's one piece of DC rent control laws that I've never quite been able to figure out. If I qualify for the small landlord exemption, can I increase the rent after a tenant goes month to month to whatever I want (and the market will bear)? Or are the increases during a tenancy still limited with the exemption only applying during vacancies?
