Maintenance inspection - does the tenant have to be present?

Hi BP community, We got rid of our prop management company about a month ago and have now taken over the responsibilities ourselves. I'd like to do a maintenance check (our last prop manager hadn't done one in over a year ago). Do you typically do the inspection with the tenant present? And if I find issues that result from tenants lack of care who should be responsible for the cost of repair? Thanks
