2 loud floors and one best one complaining?

I have a three family in providence, RI. There is a very nice women on the 2nd floor with a child. She is quiet, respectful, pays on time, and now can not sleep. The third floor is noise and apparently is up all night, and now the new (1st night there) tenants have the music going till all hours of the night in which she called me to call them. I have spoken with the people on the third floor, without mentioning the lady on the second floor, and they stated they were quite but would make sure they kept it down. When i called the girl on the first floor her music was so loud when she picked up the phone she coulnd't even hear me. Could it be the women on the second floor is just a LIGHT sleeper? What else can I do about the tenants making tons of noise after 10pm? Any suggestions would be great? The people on the 3rd floor have 3 months left on the lease and the 1st floor has 12 months left. Thanks.
