question about muli-family usage

Long story short....

I bid on an REO duplex. Lost the bid (even though I offered $1k less than asking price). This was last week. Now my agent tells me that it is back on the market and that the deal must have fallen through. The kicker is...now it is being listed as a SFH (4br, 2ba). This is crazy...it even has separate basements! I know that the city has been cutting back on multi-family homes, but this clearly is a duplex. Any ideas on who I should contact about usage? Do I go to the building inspector? Any starting points?
