Tenant's Oven Making Torchlike Sound

She just turned it on for the first time since she's lived in the unit. Is this sound normal? It is a Magic Chef oven, probably at least 15 years old.  Turn up your volume to hear the video.  Thank you!

That is a gas stove, at least from what I can tell, and what is happening is that the gas is being turned on but it is not igniting.  If that is in fact happening it is not safe and she wants to be sure and not use it because of the gas fumes.  You'll need to hire an appliance repair man to repair or suggest possible replacement of the unit.
