Under age applicant?

This is a first for me.  I have a potential tenant call me today wanting to rent my property.  They are 18 years old.  They will be living with another person who is 17.  What are the age restrictions when renting a property?  I have never had someone under 21 show interest in any of my units.  Neither person has established credit yet.  They said they have called around and most apartment complexes will only rent to people 25 and older.
