Our tenant hasn't paid rent on time for the last several months and still owes late fees that they haven't paid. When I tried to call them it appears that their phone has been shut off. Should I attempt to contact them on Facebook?

Post a late rent notice stating that eviction proceedings will begin in 48 hours?
Go with certified mail and start the eviction process. Don't chase them, uses tools that will hold up in court.
Next, modify your lease so that money received is applied to fees first, then rent.
It's easier to evict based on non-payment of rent than it is for non payment of fees.
