Neighbors supposedly evicted

I live in an 8-plex and have problems with the neighbors who live kitty-corner from us. Everything from loud music, slamming doors, screaming, and a constant stream of riff-raff. Back on Jan. 10 the landlords were here after getting several more complaints the night before. They informed me that they had given them a 30 day notice to move. Well, its March 7 and they are still here. I was wondering for about three weeks why they were still here. Last night I was informed that they had escaped with the Cold Weather Rule. That means they are here until April 15 for sure. I thought that rule was intended for keeping ones heat on if they were behind on their utility payment. I thought also that they were not included under this rule because they were kicked out for misconduct, not defaulting on their heat bill. The heat is electric and not included in rent. Can these people be legally evicted or did they find a loophole and claim the Cold Weather Rule to stay and continue to wreak havoc with the rest of us?
