Determining Damage costs at lease completion

Looking for input on accessing damage for my unit upon tenants lease completion.  In this particular case, the tenant lived in the unit several years and mostly maintained the unit well but it looks like several there are quite a few small holes/dents in the wall that they spackled up.   This was over 5 years and I know things happen ie wear and tear but there are about 10 different holes dents that have been spackled.  Now I know you can probably paint over it and it may not look too bad but is it fair to say that the dry wall integrity is a bit compromised and the deposit shouldn't be returned?  How do you determine damage for spackled up holes?

Agree with @Max T. no need to bill someone for a couple holes that have already been patched.

After 5 years you should expect to repaint the whole place anyway.
