Owner Occupy Purchase - Who notifies tenant lease not renewed?

I recently had my offer accepted on my first real estate investment of a side by side duplex. I'm using an FHA loan so I need to move into one of the sides for at least the first year.

There is currently a tenant on each side, both with month to month leases. 

  • Any advice on how to assess which tenant or side I should keep? (They're basically identical except some carpeting could be replaced on one side. On this side the rent is currently $50 dollars less)
  • Also, who and how should the tenant be informed that their lease is not being renewed?
  • Is it my responsibility or the current seller/owner? We don't formally close until 8/19.
