Unpaid water bill by tenant in SF. Milwaukee WI

So I have a tenant that did not pay the water bill when the move. It's over $800. It's in there a new law on the books that holds tenants accountable for their water bill?

Do you have it in your lease that they were supposed to pay it? Were you checking that they were paying it?  If it they are responsible for paying it and they didn't then take the balance owed from their security deposit when they leave.
