Bed bug advice for 12 unit multi-family

We took over a 12 unit building in January of this year that is mostly lower income immigrant families (I mention this because it may be relevant) and we are having problems with bed bugs. One unit told me they have had them for a "long time" so we immediately treated. A couple weeks later the tenant in the unit next to this one has seen them too so we are going to do a treatment there. 

Each unit is $500 to treat and the pest control company tells me they can't really guarantee anything unless they do the whole building ($5400). This is a huge chunk of money that we really don't have to spend and given that so many people bring in second hand furniture, visit relatives in other countries, etc.. I'm really not confident that it won't come back. A fair amount of the treatment relies on tenants to do their part too. All clothes need to be washed and dried on hot & bagged up, furniture checked, clutter eliminated etc... the thought of trying to get 12 different families who have enough trouble understanding me as it is to coordinate all this gives me a migraine. 

Any advice on how to deal with this?
